China vows to give qualified migrant workers urban household registration

China plans to offer qualified migrant workers and their families urban household registration, allowing them to become urban residents, according an official plan released on Monday.
China will offer urban household registration, or hukou, referring to citizens’ registered residency status, to rural workers and their families who have lived in urban areas for a certain number of years and have stable labor contracts, according to the 12th Five-Year Plan for Agriculture released by China’s National Development and Reform Commission (NDRC), a state planning agency.
The plan calls for middle-sized and small cities and towns to relax restrictions on settlement for migrant workers and their families.
For other workers who are not qualified to get the urban hukou, the government should improve relevant public services, says the plan. The services should also cover permanent residents other than those with a local hukou, it said.
The plan also calls on the government to guarantee that children of migrant workers have access to education as local children. Authorities will draft a regulation to make sure they can attend admission exams to higher education in cities where they live, it said.
The plan also vows to improve the living conditions of migrant workers.
